构建农民增收的长效机制

Establishing the Long-acting Mechanism of Raising Peasants' Income

受农产品价格总体回升及中央“一号文件”等政策层面利好信号的影响,自2004年以来,农民收入出现了恢复性增长,但农民收入要保持这种回升势头还相当困难。要真正解决农民的增收问题,应寻求构建农民增收的长效机制,即着眼长远,构建包括政策支持体系、制度保障体系、组织保障体系、科教保障体系在内的农民增收的长效体系,实现农民收入持续快速增长。

Although peasants＇ income came to grow influenced by the price rising of agricultural products and the good profits embodied in the policies of No. 1 Document enacted by the central authorities in 2004, it is still a problem. It＇s rather difficult for peasants to keep their income rising. In order to solve this problem, we can establish the long-acting mechanism which includes policy supporting system, institution ensuring system, organiza- tion guaranteeing system, scientific and educational safeguarding system in order to raise peasant＇ s income in the long run.
