摘要
近几年，随着电力工业系统改革的不断深入，企业正在向市场化转型，电力营销部门作为同用电消费者直接对话的窗口部门，不仅需要对电力消费者提供优质的服务，还要加强部门内部的管理。
Electric equipment measuring users’ quantities is considered as fundamental equipment,and electric sales departments will impose charges on users according to quantities. But there are few lawless men destroy and adjust electric equipment without authorization in order to realize their untold aim: stealing and evading charges. According to statistics of electric departments of Shandong Province,economic damages totaling ten-millions of yuan were caused by stealing electric power per year. So,how to make use of high-tech methods to improve management,prevent,fi nd and retrieve losses has become an urgent problem. Shandong Electric Power Corporation has started to use a set of solution including the two-dimensional bar code and mobile computer,i.e. inspection tour system for electric equipment based of RFID data terminals. This system effectively attacks the lawless behavior and improves the management of electric power enterprises.
