县级政府行政成本问题研究——基于广东县域的考察

On the Administrative Costs of the County Government:A Case Study of the County Governments in Guandong Province

县级政府行政成本问题研究在整个行政管理问题研究中属于比较薄弱的环节,由于县级政府在我国行政管理体系中所处的独特位置,其行政成本畸高问题由多种原因导致。选择“强势”政府、“万能政府”行政体制,这是我国行政成本居高不下的根本原因。应适时推进制度创新,形成新的制度平衡。根据市场化的进程、比重,选择政府介入经济活动的范围、深浅和规模,从而确定必要行政成本的支出。

The research of the administrative costs of the county government is fairly weak in the research of the administrative issues. The county government occupies a special position in the administrative system of our country and its administrative costs are unreasonably high due to many causes, of which the main cause is the establishment of a ＂powerful government＂ or ＂omnipotent government＂. Thus, there should be institutional innovation in this field and the necessary administrative costs should be determined by the marketing progress and the government＇s involvement in economic activities.
