摘要
目前,正在试行的高职院校学制“三改二”的政策引起了强烈反响,对其关注的程度异乎寻常,观点不尽相同,各执一是。为了更好地实现制定这一政策的目标,文章阐述了该政策产生的背景及其执行要素,并从政策问题的特点、政策本身及其以外的条件等方面对影响该政策执行的因素进行了分析,在此基础上,从政策的精确性、政策执行者的培训及相关配套政策的完善等方面对该政策的执行提出了建议。
At present, the testing policy of “3 to 2” period of schooling system in vocational and polytechnic schools attracts unusual public attentions. People have different views toward it. For the sake of better achieving the goal of formulating the policy, this paper states the background and implementing elements of the policy, and analyzes the factors that influence it from aspects of the characteristics, the policy itself and other conditions. Based on the analysis, the paper raises some suggestions on the implementation from the policy's precision, practicer training and the improvement of the supporting policies, etc.
