Application of TBT Margin Mode in Special Passenger Line Construction

我国城际客运专线建设需要巨大的资金投入,仅靠传统的铁路建设筹资方式是难以满足需要的。提出将“移交—建设—移交”(TBT)融资模式用于客运专线的建设,绘制了TBT融资路线图,并进行可行性分析;对存在的风险及建立风险防范体系进行了探讨。

The construction of the special line for passenger transportation needs huge funds,it is hard to meet the needs by relying on traditional money raising method. This paper proposes the TBT margin mode for the special line of passenger transportation, discusses the TBT margin route diagram, the viability assessment, the existent risk and the risk proof system.
