The people-based thought is regarded as the ruling thought by the rulers in the Eastern Han Dynasty. This thought originates from Pre-Qin Days when the rulers believe that the Heaven reflects the people＇s feelings. The rulers in the Eastern Han Dynasty put forward the idea of ＂controlling the priority of the monarchs and government officials＂. Moreover, they carry out the practical measures of ＂feeding the people＂, ＂protecting the people＂ and ＂governing the people＂. Furthermore, they execute the operable principle of ＂paying attention to agriculture＂. Finally, they establish the ＂the people-based systematic thought＂. However, the inner contradictions of the system impose restrictions on its practice in operation.
