城市建设开发与水土保持──以惠州市为例

On the Urbanized Construction Development and Soil and Water Conservation -As an Example of Huizhou City

在介绍惠州市城市发展的基本概况基础上，对惠州市在城市化发展过程中存在的水土资源管理问题作了简要概括，并以规划、开发和建设三个阶段探讨了城市开发建设的水土保持措施问题。要求真正做到：统一规划，分步建设，统一管理。

Based on the understanding of the general planning and conditions of the urbanized development in Huizhou, this paper analyzed the problems about the management of soil and water conservation in the course of urbanized development in Huizhou, and put forth the suggestion of the measures of soil and water conservation in urbanized development and construction by three steps: the step of planning,development and construction.
