摘要
法治的核心是实现公民的权利,公民是否普遍具有权利意识,对法治的实现有着重要影响。同理,笔者认为,图书馆界读者权利的维护同样离不开读者自身的权利意识,只有完善成熟的民众权利本位心理,才能以此为基础建构完善的法律体系,法治社会才能得以实现。
The core of law is to realize civil right, and whether the citizens have the right consciousness or not is important to the realization of law. None but perfect right standard mentality can construct a perfect law system for this foundation, and a legal society is expected.
