老干部群体住房需求及保障策略研究——基于对桂林市老干部住房的调研

Research on Housing Demand and Safeguard Strategy of Old Cadre Community——Based on the Investigation and Study on Guilin Old Cadre Housing

老干部群体的住房保障,是一个意义重大而又敏感的问题。通过对桂林市老干部住房调研发现,存在住房质量较差、住房相对水平下降、住宅格局及居住环境不能满足老干部居家养老需求等问题,仍有27.2%的老干部收入处于中等偏下和低收入水平,有65.9%的老干部对住房现状不满意。通过老干部住房需求的调研分析,提出解决其住房的补贴资金购房、提供公共住宅策略、房屋置换策略、关联购房策略,及相应政策扶持和住房保障层面的建议。

The old cadre community＇s housing safeguard is a watershed and sensitive problem. Through investigates and studies on the Guilin old cadres＇ housing,it has some problems, for example, the housing quality is bad, the housing relative level drops, the housing pattern and the environment cannot satisfy the demand of the old cadre home to care for the aged and so on, still 27.2% old cadres＇ income was the medium and low income level, 65.9% old cadres were unsatisfied to the present housing situation. Through the old cadre housing demand investigation and study analysis, this paper proposed some suggestion as follows： solving its housing subsidy fund buying homes, providing the apartment house strategy, the house replacement strategy, the connection buying homes strategy, and corresponding policy support and housing safeguard stratification plane suggestion.
