摘要
在分析现行建设工程招投标模式流程和有关防范围标串标措施的基础上,对现行招投标模式进行流程再造,创建根治围标串标的建设工程招投标新模式。该模式把现行招投标流程中的信息发布、文件发售、组织现场踏勘、答疑、缴费环节整合到网络平台上完成,利用网上银行进行支付,利用专门数据库进行筛选。实行一次报价两轮开标双信封法。
Innovation model of bidding on construction project will be set up while the process-reengineering of the present model, basing on the analysis of the present model of bidding and some measures of preventing conspiracy. Some steps of the present bidding model such as announcing of information, selling of documents, making an on- the-spot survey, raising and answering of query and paying are integrated and finished on network platform, while paying by e-banking and filtrating by special database. The method of evaluation on bids is that once tender offer and twice opening of tenders in twin envelopes.
