摘要 LNG由于其低温、易燃和易扩散等固有特性,安全生产是首要问题。随着我国LNG产业的不断发展,LNG安全规范体系的建立将直接决定产业的健康发展。针对中国LNG产业迅速发展但是标准制定相对滞后的现状,总结和综合了目前通用的NFPA59A、49CFR、EN1473等国际LNG规范和国内相关LNG标准体系的进展,通过对比国际上成熟规范之间安全管理、隐患分析以及泄放设计的差异,为LNG企业应用标准及制定我国自有的LNG标准体系提供参考,提出在我国未来LNG标准体系的建立中,应该加强隐患分析方法及技术研究,以有效评估LNG产业中不同设备的危险程度。 Because LNG is extremely flammable and easily prone to diffusion, being at cryogenic pressure, safety issue has become essential to the production, storage and handling of liquefied natural gas. Along with the developing of LNG industry in today's China, this industry's healthy development depends highly on building up a LNG standard code system. Under the present condition that national LNG codes or standards have lagged behind the fast developing LNG industry in China, this paper summarizes and analyzes the general international LNG codes like NFPA59A, 49CFR, AND EN1473, and introduces current stages of Chinese national LNG codes system. Through comparison to the international LNG codes and standards on the differences of safety management, potential risks/hazards analysis and accidental release measures, this provides references for China to constitute her own reasonable LNG codes and standards and for LNG operators to conform to all relevant national and local regulations, codes and standards. During the process on completing and perfecting Chinese LNG codes system, this paper suggests that hazard identification and first aid measures should be strengthened to some extent in order to effectively evaluate different safety measures for various equipments involved in LNG operations.
