摘要
建立了兼顾经济发展、能源可持续利用及环境保护三方面的能源开采模型,将三者统一于决策者的效用函数中,决策者以最大化效用为目标,决定能源的最优开采模式和开采量。同时,讨论了决策者对能源可持续利用的态度因子和技术进步对能源开采决策的影响。要解决好经济发展、能源可持续利用和环境保护三者之间的关系,政府应加大对能源开采技术的投资力度。
The reasonable exploitation and efficient utilization of energy is a key and important part in the western development strategy. This paper sets up a model for energy exploitation,in which economic development, energy sustainable utilization and environmental protection are considered. The three factors are unified in the utility function of the policymakers, who the policymakers determine the pattern and the optimum amount of energy exploitation according to maximize their utility. Furthermore, the influence upon the decision of energy exploitation, which caused by the policymakers' attitude factor to the energy sustainable utilization and technological progress, is discussed. In order to solve the conflict of economic development, energy sustainable utilization and environmental protection, the government should increase the investment in the technology of energy exploitation.
