城市交通是城市的基础设施和形象标志之一,是综合交通系统的重要组成部分。随着上海世博会的临近和“十一五”综合交通发展规划及相关文件的公布,“公交优先”成为上海乃至全国城市交通发展的主体。该文着眼于政策文件及其背景的解读,联系公交优先与城市可持续性交通,探讨两者内在关系,为环境保护和城市交通可持续发展谏言。

The urban traffic is one of the infrastructure and image symbols of a city, and is the important component of comprehensive traffic system. With the coming of Shanghai Expo 2010 and the announcement of the 'Eleventh Five-year' Comprehensive Traffic Development Planning and the other relevant documents, the 'Public Transit Priority' has become the main body of the urban traffic development in Shanghai and in the whole country. This article focuses on the interpretation of the policy documents and its background, combining the 'public transit priority' with the urban sustainable traffic, the article discusses the both internal relation in order to give advice on the environmental protection and the sustainable urban traffic development.
