摘要
根据广东流动人口就业管理模式历史演变过程,划分改革开放前后计划分配和按劳力市场需求就业管理两个阶段,前者违背人口流动规律,压制生产力发展,后者则相反,为广东经济崛起作出重大贡献。在总结广东流动人口就业管理历史经验和评价其就业管理模式现状基础上,指出应根据广东流动人口数量庞大,流动性大,劳力市场管理紊乱,劳资矛盾突出,执法困难等问题,提出“高增长-低就业”、流动人口分流和“文化认同”等就业管理模式,以及为此应采取建立流动人口有序管理和应急机制,组织工会,制定“新客家”安置计划,加强人文关怀等对策与措施。
According its evolution process, the employment administration pattern of the floating population in Guangdong Province can be divided into two stages - the planned allocation and the allocation according to the labour market demand. While the former violates the population - floating law and obstruct the development of productive forces, the latter contributes a lot to the economic development in Guangdong Province. On the basis of these analyses, the paper points out that the employment administration pattern of "high economic growth but low employment", "diversion of the floating population", and "cultural identity" should be adopted in view of the large floating population, its high floating, chaotic management of labour force market in Guangdong Province. In addition, some measures should be taken to establish the mechanism for the systematic administration of the floating population and the related emergency use, to compose the labour union, to make the settlement plan of "new Hakkas", to strengthen humanistic care, and so on.
