The existence of non- institutionalization refers to the activities in the political decision, which are not in accordance with the systems or procedures provided in the Constitution, laws, regulations or policies. It results from the lack of rights. It does harm to the interests of the nation, collective and individual. The game for interests outside the institution brings about many negative effects to the society. The countermeasures against it rely on the reformation of human inner - world and the creation of legal and institutional environment.
