摘要
从十个方面分析了我国医院劳动人事制度改革存在的主要问题,提出了解决这些问题的主要对策,即研究制订医院机构改革的具体方案和配套措施,建立严格的编制计划管理机制;建立医院劳动合同聘任机制;改革医院工资(津贴)分配制度;建立新的专业技术职务评聘制度;建立健全医院职工内部保险制度;建立健全科学合理的考核制度。
For tapping human resources to the full , a comprehensive, coordinated and well - developed set of reform measures should be studied,including:how to optimize staff structure and size,establish a mechanism for the rational use and flow of qualified professionals combining training with appropriate job placements encourage service quality development and advances in addition to ensuring that staff conform to required regulations,procedures and standards in their work ;and expand reforms in appointment, contract, assessment, and wage systems, with rational measures and breakthroughs in advanced and important professional fields.
