论构建城乡融合的失地农民养老保险制度

On Construction of Out-of-land Peasants' Old Age Insurance System in Cities and Countrysides

目前我国农地产权不清和征地制度存在的种种缺陷,是我国失地农民养老保险制度顺利运行的制约因素。构建失地农民养老保险的基本思路是在改革我国土地产权和征地制度的同时,建立以基本养老保险为核心的、城乡兼容的、多层次的失地农民养老保险制度。

At present our country rural land property right is not clear and has various defects in land requisition system which is the restraint factor of out-of-land peasants＇ old age insurance to work- ing smoothly. The basic way of construction of out - of-land peasants＂ old-age insurance is to reform the land property right and land requisition system, at the same time,to establish basic old-age insurance centred city and countryside compatible and multi-level out-of-land peasants＇ old age insurance.
