Khrushchev made a series of adjustments of policy after he became the top leader of Soviet Union, including his secret report on the 20th National Congress of the Soviet Communist Party, domestic political and economic reform, guideline of ＂three peaces＂ of foreign policy. These policies have had a far-reaching consequence on the world situation, Sino-Soviet relations and the international communist movement. All of these make Khrushchev become a controversial figure.
