摘要
本文认为,跨境教育发展的可以归结为两个重要的趋势:从学生流动向跨境课程提供发展;从教育援助、非功利性教育合作向商业合作、盈利性教育合作发展。文章分析了韩国跨境教育赢利性、学校收费与教育质量脱钩、实验自由教育区等问题,并分析了印度对于服务贸易协定有关教育的理解及政策考虑。在此基础上,提出了在跨境教育政策制定上区别对待、以质量保证为基础制定法规政策以及试验教育自由区的建议。
The author believes there are two main trends in cross border education: The first trend is from student mobility to program and provider mobility; The second trend is substantial change in orientation from development cooperation to competitive commerce. Based on these trends, the thesis analyze the commercial trend of cross border education and the idea of free education zone in South Korea, and also India's policy consideration and its attitude towards education sector in GATS. Finally, the author makes recommendations on customized policies, quality assurance and free education zones for China's cross border education.
