摘要
高校人才交流机构的作用不应该仅仅局限于吸收和安置待聘人员等一般管理职能,而应该打破传统管理模式的限制,建立人才流动的机制,实现人力资源的优化配置,为在高校内部建立竞争机制和促进人才的良性循环提供制度上的保证。
The function of talent exchange organizations in the university should not be limited to average managerial functions like absorption and arrangement of unwanted staff. It should also get rid of the limitation of the traditional management, establishing a talent flow system, so as to optimize the human resources and to provide system insurance for the establishment of competition system and the promotion of a nice circle in talents.
