摘要
对编组站运营机制的改革提出两个方案。第一方案是将全路编组站作为铁道部的直属站,由铁道部全面管理;第二方案是现行的隶属关系不变,对编组站的生产经营体制进行改革。在分析各自的利弊后,肯定了第二方案的可行性。
The author put forward two plans for the reform of operational mechanism of marshaling yards. The first plan is to list all marshaling yards of China railway as stations directly subordinate to the Ministry of Railways and under overall management of the Ministry. The second plan is to keep the existing subordinate relationship and carry our reforms on the operational mechanism of marshaling yards. After analyzing pros and cons of each plan, the author confirmed the feasibility of the second plan, and pointed out that five aspects of the preliminary work should be done before the reform of the marshaling yards, and related policies which should be given in the implementation stage.
