全球化浪潮下的现代社会,突发公共事件呈现出高频次、大规模和常态化的趋向,加强突发公共事件应急管理成为各国政府不可回避的现实课题。我国当前正处于经济转轨和社会转型的关键时期,加强突发公共事件应急管理具有刻不容缓的意义。三峡库区突发事件应急管理对于和谐库区建设具有尤为特殊的重要意义。必须坚持"三个结合",调动"三种力量",抓好"三个环节",切实提高三峡库区突发事件应急管理能力,打造和谐库区的安全网。

In the modem society of the impact of globalization, the unexpected events have been presented the high-frequency, large-scale and normalization tendency. Therefore, it has been become an inevitable reality subject of each government that strengthens the emergency management of the unexpected events. Currently, our country is in the key process of economic and social transformation, and it has the significance without delay, sticking to ＂three combinations＂, manoeuvring ＂three kinds of strength＂, trying to make ＂three steps＂, enhancing the emergency management of the unexpected events in Three Gorges Area, and building the safety net of harmonious Three Gorges Area.
