摘要
以国务院转发人事部《关于事业单位试行聘用制度的意见》为标志,高校用人制度进入了由行政任用向合同聘用转变的过渡时期,聘用制正成为高校人才资源配置的主要形式。只有深刻理解、准确把握聘用制条件下高校与教职工聘用关系的本质及其现状,转变传统人事、人才观念,加大人事制度改革力度,加强科学管理,才能推进高校和谐劳动关系构建。
The state council has transmitted the document of "The suggestions of employment system being tried out in enterprise units" from Ministry of Personnel of P. R. China. , which leads the employment system in colleges and universities to a transitional period converted from executive appointment system to contact employment system. Thus, employment system becomes the main form of human resource arrangements in colleges and universities. With the aim at improving the process of the construction of harmonious relationships in colleges and universities, deep comprehension and exact grasp of the nature and status quo of employment relationship between employee and enterprise units is necessary by means of converting traditional concept of personnel and human resources, accelerating the process of reformation of personnel system and strengthening scientific management.
