随着改革开放的深入,我国进入多重转型时期,构建和谐社会是我国政府面临的重要任务。对此,政府作为凌驾于社会之上的公共权力,应充分发挥其调控职能,来协调和整合各方面的利益关系,这是保证经济社会顺利转型的现实需要,也是构建社会主义和谐社会的首要前提和基础。现阶段我国社会中有许多不和谐的现象存在,暴露出政府职能定位上的缺陷,其根源在于体制性障碍。只有实现从经济建设型政府向公共服务型政府的转型,实现政府管理体制的创新。才能打破体制性障碍,为构建和谐社会提供强大的动力。

With the reforming and opening up to the outside world, our country have entered multiple transition period and it is Chinese government＇s important task to construct harmonious society. The government should make full use of its regulating function to harmonize the interests of all sides, which is the practical need of smooth transition of society and economy and also the prior premise and basis of socialist harmonious society construction. There are a lot of disharmonious phenomena at present, revealing the defects in positioning the government function and the root cause lies in the obstacle of the present system. Only if we change the economy-building government into the public-service government and realize the administration creation can we break the obstacle of the system and provide powerful driving force for harmonious society construction.
