厦门市“村改居”工作存在的问题与对策

Problems and Solutons to the Project of Rural to Urban Resident Status Transfer in Xiamen

就厦门市“村改居”工作中存在的居委会运作模式、原村集体的资产处置、旧村改造和居住配套、居委会与小区物业公司的工作对接、居民就业、社会保障水平城乡差异、土地换社保的操作层面、社区承担过多的政府公共管理花费等重大问题进行探讨,提出“牢固树立稳步推进、造福于民的思想”、“抓紧培训社区工作人员,明确居委会职责”、“妥当处置原集体资产,引进多元管理模式”、“努力拓宽就业渠道,切实解决就业问题”、“尽快完善社会保障工作,提高社会保障水平”、“加大财政投入力度,履行政府应尽职责”等解决问题的对策与建议。

Discussed critical issues concerning the Project of Rural to Urban Resident Status Transfer in Xiamen such as redisent committee operations, new ownership of the property of the original villege collective, villege reform and housing, new resident employment, difference between rural and urban residents and so on, and proposed principles of solutions including bringing benefits to residents, training for qualified staff of new community, proper handing of the property, multiple sources for employment and greater financial support from government.
