摘要
由于我国行政事业单位国有资产产权关系不明确,监管不到位,预算体制落后,管理制度不完善等;造成资产流失严重,使用效率低下,配置不公平,影响了行政事业单位管理职能的发挥和国有资产管理体制与运行机制的改革。为构建和谐社会和建立服务型政府的要求,必须加快行政事业单位国有资产管理体制的改革。
Severe issues existed as unidentified right in administrative institutions＇ state- run asset, inferior su- pervision, malignant budget, improper management system, imbalanced allocation has seriously impacted administrative institutions＇ function and systematic reform. Responding to the requisition as to oonstructing harmonious society and service-oriented government, the staterun institutions＇ management system must be accelerated.
