构建中国共产党依法执政运行机制的前提条件是改善党的领导,正确处理党的领导与国家权力机关、依法行政、司法独立的关系;构建依法执政运行机制应从建立培育机制、执行机制、监督机制和评估机制四部分组成机制入手;同时,采取相应措施保证党的依法执政运行机制的正常运转。

The premise of constructing the operational mechanism of the CPC's administration by law is to improve the leadership of the Party,to properly cope with the relationships between the leadership of the Party and the state power institutions,administration by law and judicial independence.Constructing the system should set about setting up the mechanisms of education,implementation,supervision and assessment.Meanwhile measures should be taken to secure the regular operation of the CPC's administration by the law.
