基于OWA算子的物资采购评标定标决策研究

Decision-making Research on Bid Evaluating and Determining of Purchase Based on OWA Operator

针对物资采购招投标评标、定标问题,以及其所评指标中存在定量指标和定性指标的特点,提出一种基于OWA算子和语言OWA算子的综合多属性群决策方法,对其进行分析研究。从而,将专家对投标方的各自意见综合为专家组的一致意见,实现招投标管理中的评标定标。通过实例说明该方法的有效性及合理性。

According to the tendering and bidding of purchase, and the character of quantitative index and qualitative index, a method of multi - attribute group decision - making based on OWA operator and linguistic OWA operator is put forward. Thus opinions of each expert on the bidders can be integrated into a common opinion of the expert panel. So the bid evaluating and determining in tendering and bidding management can be realized. Finally, a practical example shows that the method is effective.
