On the Reasons for the Deterioration of Local Administration of Civil Officials after Reunion of China in the Qin Dynasty and Its Relationship with the Rapid Collapse of the Qin Dynasty

良好的吏治曾经成为秦国最终胜出六国、一统天下的重要因素,然而,秦朝统一全国后,由于君道的败坏、薄俸厚罚的官吏政策与追求享乐之风的影响,直接导致了秦朝吏治的迅速败坏。这给秦朝社会带来了严重的后果,加重了官吏与人民的对立,使官吏丧失了对秦政权的信心,甚至一些官吏也加入了反秦起义的队伍之中,加速了秦朝的灭亡步伐。

Good local administration of civil officials used to be an important factor for State Qin to outwit the other six states and reunite the whole China. However, after the reunification in the Qin Dynasty, the deterioration of officialdom,the bureaucratic policy of taking light of reward and highlighting punishment as well as the influence of seeking hedonism directly lead to the rapid deterioration of local administration of civil officials in the Qin Dynasty.This caused serious consequences for the society in the Qin Dynasty since it intensified the conflict between civil officials and the general public so that the civil officials lost their confidence in the regime of the Qin Dynasty. Even some civil officials joined in the army revolting against the Qin Dynasty, which further accelerated the pace of the collapse of the Qin Dynasty.
