农村剩余劳动力转移的公共政策分析

Analysis on Transferring of Rural Area Surplus Labor Forces

“三农”问题的核心是农民问题,根源则是农村剩余劳动力的转移问题。然而许多障碍性因素在很大程度上制约了农村剩余劳动力的转移速度。如何消除这些障碍因素,对最终实现农村剩余劳动力的顺利转移有重要的意义,这也是新农村建设目标实现的必要途径。因此,应该做到改革户籍制度,打破二元社会结构;建立和完善社会保障制度;改革农村土地流转制度;推进城镇化进程,加快小城镇建设;增强乡镇企业活力,提高劳动力吸纳能力;规范各类中介组织,拓展农民对外劳务输出。

Among the issue of agriculture,rural area and farmers,the core issue is farmers. Howerer,many obstacle factors hare restricted the transferring speed of the surplus labor forces in the rural areas to a great extent. The way to eliminating the se obstacles has important significanle to realize the successful transferring of the surplus labor forces in the rural areas ultimately. Hence,it is necessary to innorate the system of census register and break the diadactic social structure,tobuild and perfect the social guarantee system,to innovate the transferring system in the rural areas, soas to promote the drive of urbanization and to speed up the construction of towhs,to strengthen the vigour of the township enterprises, to raise the recruitment ability of the labor forces, to standard all kinds of medium organizations, and to develop the export of labor serries.
