Strategy of Harmonious Development for Communication Enterprises Based on Scientific View of Development

协调发展是科学发展观的基本要求和重要内容,也是通信企业发展的指导方针。但在我国通信业发展中还存在双重垄断,低效竞争、网络间互联互通不畅、低水平重复建设严重、市场发展不平衡等突出问题。要使我国通信企业得以协调发展,必须加强电信法制法规的建设和完善,加快行业监督机构的建设;优化产业布局,努力推动电信普遍服务基金的出台,形成良性竞争环境,同时加强电信企业本身的基础文化建设。

Harmonious development is the basic demand and important content of scientific view of development. However, the double monopolization, ineffective competition, block of network space, low-level redundant development and unbalance of market development still exist in Chinese communication enterprises. In order to keep the harmonious development of Chinese communication enterprises, we must strengthen the construction of the legal system and rules for telecommunication and supervision institution. At the same time, we must optimize industry structure and promote the debut of funds for universal service of telecommunications to establish healthy competition environment, accelerating the culture construction of telecom enterprises and adapting the relation with environment.
