社区卫生服务基本医疗病种费用研究

Study on the Cost for Medical Treatment of Basic Disease Kinds in Community Health Service

目的测算社区卫生服务基本医疗病种费用,并探讨基本医疗病种费用的筹资与补偿。方法设计调查表对国家东、中、西部20个社区卫生服务中心基本医疗病种费用进行调查。结果测算出各地80%的就诊人次的单病种费用和80%的就诊人次的社区基本医疗病种总费用,并以被调查地区为样本,根据不同地区人均国民生产总值(GDP)测算出各地及全国基本医疗总费用。结论基本医疗病种费用的筹资应建立在共同支付的基础上;应加强基本医疗病种费用的科学、动态的测算与管理,为政府补偿提供依据,同时以费用的补偿吸引居民利用社区卫生资源进行基本医疗。

Objective To measure and calculate the cost for medicinal treatment of basic disease kinds and to discuss their fund raising and the compensation in community health service. Methods A questionnaire for the cost of the disease kinds of the basically medicinal treatment covering 20 community health service centers in eastern, middle and western areas was carried out. Results The cost of a disease kind disease kinds which contains 80 percent patients and the cost of the basically medicinal treatment disease kinds in community health service centers were measured and calculated. The general cost of the basically medicinal treatment all over the whole country were measured and calculated, which based on the samples of the investigated areas and on the GDPs of per capita in different areas. Conclusion The fundraising and the tion for the basically medicinal treatment disease kinds should be based on copayment. The scientific and dynamic measuring, calculating and management of the basic medical treatment disease kinds cost should be reinforced to provide a basis for the government commensuration. At the same time, the compensation for the cost can attract residents to make use of community health resources to carry out the basic medical treatment.
