Primary Approach to Rural Manpower Exploitation in Underdeveloped Area

在全党、全社会高度重视“三农”问题的今天,特别是十六届五中全会提出了建设社会主义新农村,对欠发达地区农村人力资源的开发和利用,怎样促进农村经济发展,切实提高农民的生活水平,是我们面临的新课题,在实践中需要不断探索。

Today when the party and the whole society attach much importance to the three matters concerning with the countryside, especially after constructing socialist new countryside in the Fifth Plenary Session of the Sixteenth Central Committee, it has been a new problem to exploit and use rural manpower in underdeveloped area and promote the rural economy development so as to improve the living standard of peasants. That is the new problem weare facing and needs constant exploration in practice.
