多媒体通信技术在应急指挥地理信息系统中的应用

Application of multimedia communication in the assistant decision-making system for emergency control

随着地理信息系统(GIS)在各行各业应用的不断深入,地理信息系统需要与各种各样格式和内容的多媒体信息相结合,为应用部门的用户提供以空间位置为载体,对多媒体数据进行管理和调度的多媒体信息处理技术功能。本文主要以应急指挥地理信息系统为例,从系统总体结构上介绍如何把种类繁多的多媒体信息数据与空间数据相结合,如何对文字、图片、视频等信息组织入库,利用Microsoft Windows CE for Visual C/C++工具研发PDA(Personal Digital Assistant)电子地图子系统、PDA应急事件信息录入软件;以及如何在Internet或Intranet网络上对多媒体信息进行调度发布等多媒体通信技术。

Multimedia communication technology includes multimedia data organization and transportation through Internet or telecommunication. Firstly, taking the assistant decision-making system for emergency control as an example, this paper introduces the general system structure and combination between the multimedia data and the spatial data. Then the authors put forward the detail processing of the multimedia data collection, organization, communication and display, especially by PDA. And finally, query and broadcast of videos through Internet are described. In conclusion, the multimedia communication technique plays a great role in the assistant decision-making system for emergency control.
