摘要
政府与学校之间关系新的定位,应该采用"指导—监督"型。政府方面应该逐步简政放权,使教育行政由重直接管理转变为重间接管理,由重微观管理变为重宏观管理。政府应以法规的形式,对各级教育行政机构进一步作出规定,明确其职责、任务、功能、权限,并作出科学的、明确的界定。同时,在学校层面也要建立起新的机制,使学校在获得更大自主权保持灵活性的同时保证权力的合理使用。
The reorientation between government and schools should be guidance and supervision. Stand on government's side, it should transform from direct mangement to indirect management from mini - management to macro-management. Government should put forth clear regulations to different levels of education administrations in the forms of laws to exemplify its responsibility,task,function and limits of power and give detailed explanation. Meanwhile in the respects of schools, it also should set up new mechanism to gain more power to make their own decisions and guarantee the suitable use of power.
