论行政权力运行中的问题和制约对策

Problems in Operation of Administration Rights and Restraint Countermeasures

我国行政权力运行在社会资源配置及社会公共事务管理等方面都取得了显著成果,但行政权力在行使过程中存在着较为严重的问题,主要表现为行政权力运行的异化。这一问题的产生既有行政权力运行主体的原因,也有来自于行政权力运行程序的不规范和行政权力监督体系的不健全。因此,要通过对权力运行主体的有效监督和控制,规范行政权力运行程序来解决行政权力运行中的问题。

Chinese administration rights in operation plays a great role in social resources distribution and the administration of social public affairs. But there exists serious problems in admistration rights operation. The problem shows as alienation of the adnfinistration rights. It results both from the main body of administration rights in opration and the irregular process in operation and the shortage of supervision system of it. So it is necessary to supervise effectively and regulate the operation processes to solve the problem.
