摘要
“城中村”的存在严重影响着城市化进程,制约着城市土地集约利用,对其实行改造已经到了刻不容缓的地步,以石家庄为例,其现行改造模式为“政府引导+村集体入股+开发商投资”的改造模式,该模式能促进“政府、村集体、开发商”三者之间的互动关系,有利于保证各个改造主体的利益,具有一定的可行性,能更好地推动"城中村"改造的顺利进行。
"Village inside city" has been affecting to a large degree the progress of urban development, with a serious restriction to an intensive use of city land. This will surely result in an urgent need in the reconstruction to the city's landscaping. This paper, taking the city of Shijiazhuang as an example, analysizes the effect the existence of "village inside city" has on the urban development, comes up with a theoretic basis as well as a practical aim of the reconstruc- tion and regulation of the city landscaping. Based on the prsent reconstruction model, it puts forward a new model of reconstruction a model with a combined effort from the guidance of the government, shareholding of the village as a group, and the investment of the developers. This model is hoped to promote the interactive relations hig between city government, village council, and developers, thus benefiting each subject involved in the urban reconstruction. As highly feasible new model, it will be surely on great value and guilding significance in promoting the regulation and reconstruction of "village inside city" and accelerates the process of city urbanization.
