The circular economy is an new development pattern which takes the resources circular using as a core, takes the environment production as the premise, takes the development of natural resource, the economy and social coerdinatien as the goal. It is a system engineering which collects economy, the technology and the society as a whole. The development of circular economy is the basic safeguard of our country＇ s economy sustainable develop- ment. In order to develop the circular economy, we must have a series of mutually necessary and practical and feasible policy measures.
