From the changing of project, the cost accounting of every single entry, strictly constituting and carrying out the internally piloting system of cost management, strengthening and putting in into effort, and getting the internally piloting of project program by using effective ways, it discusses that how to do well the costs management of the program of road projects, to make the benefits maximum come true.
