The Establishment of Basic Political Power of the Communist Party of China During the Transitional Period

进入解放战争后期,中国共产党为建国所做的各项准备工作在紧张而有条不紊地进行着,其中政权建设尤为重要。通过土地改革与召开代表大会等举措,农村中原有的权力体系被逐步废除,中共加强了对农村的控制,得到了农民的拥护和支持,基层政权建设成绩显著,这从华北人民政府的运作中可见一斑。

In the late period of the war of liberation, the Communist Party of China has done the preparatory work for the establichment of New China in a tense but orderly manner. The establishment of political power is particularly important at that time. Through initiatives such as land reform and the convening of congress, some rural central power system was gradually abolished. The strengthening of control over rural farmers supported the building of grass-roots political power, which has yielded remarkable achievements of the governments from North China.
