摘要
随着布什政府转变国防政策和重新部署驻外美军,美国打算将主要任务是遏制朝鲜的驻韩美军,转变为可迅速应对国际恐怖主义威胁及全世界突发事件的机动部队,驻韩美军的“战略灵活性”开始扩大。2006年1月,韩美就“战略灵活性”扩大问题达成原则性协议。朝鲜进行核试验,并未改变“战略灵活性”进一步扩大的趋势。目前,这一问题已成为美韩军事关系中的焦点,将对美韩同盟、亚太地区乃至全球格局产生深远影响。
With the Bust Administration adjusting its defense policies and redeploying its troops overseas, the U.S. intends to convert its troops stationed in ROC, whose chief task is to contain DPRK, into a mobile force that can act promptly against any threat of international terrorism or any emergency on a global scale. As a result, the “strategic flexibility” of the American troops stationed in ROC is beginning to expand. In January of 2006, the U.S. and ROC came into an agreement in principle on the expansion issue of “strategic flexibility”, whose further trend DPRK's nuclear test did little to check. Currently, this issue, having become the focus of the U.S.-ROC military relations, is exerting profound influence on the U.S.-ROC alliance, Asian-Pacific regional as well as global pattern.
