摘要 网络管理功能是保证卫星应用系统正常运行的核心功能之一,针对新一代宽带多媒体通信卫星系统的特点,研究了作为商业卫星系统网络管理中必不可少的计费管理功能,建立了基于星载交换机计费代理实现的计费管理模型,提出了针对用户的结合会话和策略(区分业务策略、流量策略和QoS策略)的计费方案,设计了系统的计费管理公式,为新一代宽带多媒体通信卫星系统的实现和商业应用奠定了基础. Network management is one of the most important functions of satellite application system. Aiming at the characteristics of the new-generation broadband multi-media communication satellite system, the function of accounting management as an integral part of the commercial satellite system is studied and an accounting management model is developed base on the charging agent in satellite switchboard. An accounting scheme is thus proposed combining users' conversation with different strategies for service division, throughout and QoS, then a formula is designed for system accounting management, which lay down a foundation for the implementation and applications of the new-generation broadband multi-media satellite communication system.
