中法公立高校收费与成本分担的比较和反思

Comparison and Reconsidering of the Charge and the Cost Share between Chinese and French Public Universities

中法两国对比证明,我国高校收费存在一般专业偏高,热门专业偏低;政府投入不足;教师主收入靠创收;企业用人与教育投资脱钩等问题。笔者主张,通过国家立法形式规定,实行政府只补贴基础学科和贫困地区教育及贫困生,企业自办高职教育并向学校支付人才使用费,委托培养和贷款助学相结合的政策。建立与政府财力、企业需求、居民收入水平相一致的多样化高等教育成本分担制度。让富人多担责,让贫困生能自我发展。

The contrast between China and France proves, in Chinese universities, the charge of general fields is somewhat high and the charge of popular fields is lower. The investments of the government are insufficient. The principal income of teachers depends on creating income. The enterprise chooses a person for a job with education investment gets unhooked. The author advocates, through the national legislation form, the government only subsidizes foundation discipline, impoverished area and poor students. We should to establish a diversified system of sharing cost in higher education. This system consists of financial resource of the government, the demand of enterprise and the level of income. The rich undertake more responsibility and enable poor students to develop themselves.
