经济技术开发区或高新技术开发区是区域竞争力提升、城市区域整合度提高的重要增长极,其未来发展的核心竞争力主要集中在高新产业知识商品化、科技产业化、管理科学化、园区国际化等方面。我国经济技术开发区或高新技术开发区应在遵循开发区发展、产业演替的一般规律及核心竞争力体现、提升、发展的一般规律的基础之上,通过对竞争绩效、竞争战略与策略、产业集群等的分析,进行相应的功能定位和产业功能定位;应注重从依赖土地、原料、资金等传统要素向依赖信息、知识、技术、标准、人才和管理等转变。

Hi-tech development zone plays an important role in improving a regioni＇s competition power and integration degree. Its core competitive power focuses on the transformation of hi-tech to products, scientific management, and intemationalization. Following common rules of development, hi-tech zones in our county should transform from land, material, and capital based development to information, knowledge, technology, human resource, and management based development through performance competition, strategy, and industry adjustment with respect to functional transition.
