摘要
在市场经济条件下,地价因素在城市动态规划及其决策中的作用日益受到重视,通过预期地价的动态模拟,对规划方案进行土地经济分析和预期效益论证已成为规划决策的重要环节。基于城市规划及实施的地价动态模拟方法,通过规划折扣系数修正、形成不同时间段的地价动态分布图式,从土地现实收益入手建立地价动态评估模型,克服了我国基于土地现状区位和现状收益的现行城镇土地定级估价方法体系难以满足规划新区地价评估的弊端,为实现土地利用经济效益的动态评价提供技术支持。
Land value is getting more and more important in urban planning decision with the development of market economy. Dynamic land value simulation for economic analysis and benefit demonstration has become an important part of planning decision. The new method proposed by the author overcomes the deficiencies of traditional methods and provides technical support for dynamic land appraisal. This method revises the limitation that the traditional location and benefit based appraisal method can't satisfy modern needs and thus provides technical support for dynamic land value appraisal.
