Planning Transformation from a New Point of View ——A Case Study of ''The Action Program of the Implementation of the Master Plan of Baoshan, Shanghai''

城市总体规划特别是其中的近期建设规划成果只有转化为操作性很强的政府文件,才能真正成为政府及各部门统一行动的纲领,成为城市发展的行政依据。《宝山区实施区域总体规划行动纲领》从政府行政和职能的视角出发,以强化城市总体规划特别是近期建设规划的实施为内核,探索一种可提高政府引导和调控作用、加强城市规划实效性的途径,成功地转化为了具有很强操作性的、指导政府未来行动的纲领性文件。

Master plan, especially short-term construction plan would have been action program of the government and its departments only when it would become feasible govemmental document. Action Program, with a new angle of the govemmental administration and function, try to be transformed into feasible governmental guidance document and explore a possible approach of enhancing both the governmental directing and controlling function and the implementability of urban plan.
