Lewisian Turning Point and Labor Protection

本文从经济史的角度,论述了几个主要发达国家在经历刘易斯转折点时的经济特征:人均GDP一般都在300～500美元之间,农业劳动力占全部劳动力的比重下降到40%-50%,工人工资开始有一个较明显的上涨。国际经验表明我国开始进入刘易斯转折点。在刘易斯转折点加强劳动力保护的最重要的政策是:一是制定合理的产业政策尽快吸收剩余劳动力;二是鼓励劳动力的自由流动;三是加强对工人的人力资本投资。

In the economic historical perspective, this article summarizes the economic characteristics of some main developed countries, which experienced Lewisian Turning Point. The GDP per capita is generally between 300 and 500 US dollars, the proportion of the agricultural labor force in the complete labor force drop to 40% -50% , the worker＇ s wage start to rise obviously. The international experience indicates that China starts to experience the Lewisian Turing Point. At the Turning Point, in order to strengthen the protection of workers, the most important macro -policies are as following： one is to set up the reasonable industrial policy to absorb the surplus labor force as soon as possible; an other is to encourage the labor force to flow freely; the third is to increase the workers＇ human capital investment.
