An Analysis of the Strategy of Giving Priority to the Development of Heavy Industry from the Perspective of Political Economy

新中国成立后实行优先发展重工业的战略方针有复杂的历史背景。在当时特殊的国际环境中,在可以借鉴的历史经验的状况下,中国采取优先发展重工业的赶超战略,并由此加速过渡到苏联模式的社会主义是最可能和最现实的选择。这种选择既有重大的历史作用,又存在很大的历史局限性。它所提供的历史经验,为今天发展经济遵循比较优势原则提供了深刻的借鉴。

The strategy of giving priority to the development of heavy industry ollowing the founding of New China had a complex historical background. At that time, it was the most likely and most realistic choice for China to adopt this strategy in order to catch up with and overtake the more developed countries and to have an accelerated transition to socialism of the Soviet model. This choice played an important historical role and at the same time had unavoidable limitations. This strategy provided valuable historical experience for us to draw on in our efforts to follow the principle of comparative advantage in the economic development today.
