摘要
推进事业单位改革,是我国继国有企业改革和党政机关改革之后的又一重大改革,对建立和完善社会主义市场经济体制起着十分关键的作用。事业单位改革,一要从总体上对事业单位实行分类改革,二要创新事业单位内部用人机制和激励机制。
To advance the reforms in institutions is another key reform measure of China, following the SOE reform and the reform of government and party offices. It plays a pivotal role in establishing the socialist market-based economic system. The institutional reform, as concluded in the paper, should be conducted on a classification basis of institutions on one hand; on the other, new personnel and incentive mechanisms should be instituted in institutions.
