By carrying out a set of activities and spirals of knowledge creation, enterprises may accomplish reciprocal transformation between organizational tacit and expficit knowledge, create the core knowledge needed by enterprises, and win core competencies. The action mechanism of knowledge creation to core competencies keeps to Romer's new development theory. The successful case of the development of Matsushita Electric Industrial Company's core competencies proves that knowledge creation is a fundamental way to establish enterprise's core competencies.
